健保署強調，若自費產檢，針對產檢費用，醫院不應再刷孕婦的健保卡。圖非新聞當事人。 最近流行商品限定產品圖／聯合報系資料照片 分享 facebook 明明自費產檢，卻被要求刷健保卡；算好時間半年洗牙一次，去到診所，醫師卻說兩個月前有洗牙紀錄，但當時明明只有補牙。這些醫界異常申報狀況讓人氣商品排行榜挖好康民眾就醫權益受損，但透過健保大數據一一被糾出，無所遁形。衛福部健保署近日出版「走向雲端、病醫雙贏—健保改革日記」，利用大數據細數近三年健保署推動的改革業務。健保署長李伯璋強調，健保是醫界全體付出心力而營造的成就，全民都好康活動網路熱賣商品應共同珍惜，醫療院所採誠信原則申報健保，違規者只是少數，但「院所若詐領健保，查核違規不會手軟」。. } }); } 健保署強調，若自費接受產檢，針對產檢費用，醫院不應再刷孕婦的健保卡。但有孕婦向健保署反映，「明明自費產檢，醫院還要刷健保卡」。健保署台北業務組於是分析婦產科申報資料，果真從近年申報數據中，發現有一婦產科診所集團，一手向孕婦收取自費健檢費用，另一手刷健保卡申報健保點數。健保署分析發現，該連鎖婦產科在孕婦自費做高層次超音波檢查後，除了開立健保藥品，並以諮詢或其他相關疾病名義申報另外一筆健保費用；健保署在二○一六年一月至二○一七年十二月間，對該連鎖婦產科停約一個月處分，並追回至少一千五百萬元健保費。另外，健保署統計二○一三年至二○一五年健保申報資料，「產後出血止血術」平均每年約七百件，但二○一六年卻爆增至八八四件。追查發現，高雄某醫院二○一五至年至二○一七年申報「產後出血止血術」件數，約四成六患者沒有生產紀錄，另有產後止血時間竟是生產後四十二天的案例，明顯和臨床狀況不符。至於民眾利用率不低的洗牙治療，健保補助民眾每半年一次洗牙，即牙結石清除。有民眾反映網路人氣產品top10限定產品，依時間赴牙醫院所計畫洗牙時，卻被告知半年內已在其他牙科院所洗牙，但他明明只有補牙。健保署統計發現，二○一七年全國院所申報洗牙件數逾九百多萬件，其中百分之四在半年內重複洗牙。
紅害減半確定 2018年已達標 環署：空污防制方案繼續推

環保署1日發佈2018年全年空品監測結果，指出空氣品質指標AQI紅色警示次數降至310次，原訂2020年的「PM2.5紅害減半大作戰」目標，已在2018年提前達標。其中減幅最高的五縣市為台中市、南投縣、金門縣、屏東縣及雲林縣。
雖然內閣預料即將改組，但目前環保署仍將持續推動「空氣污染防制行動方案」，各種汽機車的電動化期程也尚未更動，維持2030年公務車與公車電動化、2035年禁售燃油機車、2040年禁售燃油汽車。
環保署上月27日曾公布2018年空品監測初步統計，當時的統計數據至12月中旬，顯示近5年AQI橘色提醒、紅色警示次數持續下降。今（1日）正式公布全年統計結果，指出全國的空品測站因細懸浮微粒造成空氣品質指標AQI紅色警示次數，從2015年的997次、2016年的898次、2017年的483次，再下降為2018年的310次，改善幅度達35.8%。與蔡政府2016年上台展開空污治理前的2015年平均相比，改善幅度達68.8%；濃度則從22.O微克改善到17.4微克，降幅為21％。
空保處處長吳盛忠指出，細懸浮微粒AQI達紅色警示次數減少比率前五名依序為台中市、南投縣、金門縣、屏東縣及雲林縣等，減幅為75%至49%。
但吳盛忠也提出幾次值得注意的極端值，顯示氣象條件變化及地形因素與人類節慶活動，都是影響空品的原因。
例如2018年3月3日，台北市及新北市出現了12次PM2.5紅色警示，原因就是受風場偏東影響擴散差，加上前一日因元宵節慶鞭炮煙火施放，不只雙北，全國共有23個站出現PM2.5紅色警示，因此吳盛忠重申，節慶的確有必要減少鞭炮煙火施放，以維護良好空品。
再者，環保署也指出，由於氣候變遷影響，目前呈現的區是為長期風速降低、強風時數減少而靜風時數增加，都將更不利空污物擴散。2018年就曾出現多次風場偏東時，伴隨於海峽發生渦流現象，也使得空污物出現跨縣市傳輸，嚴重影響空品質。
秋冬季由於氣象條件變化及地形因素影響，未來仍將是空品較差的主要期間。空保處將依「空氣品質嚴重惡化緊急防制辦法」，結合中央與地方政府，除了對預報空品不良時，採預警原則，請污染源配合啟動預為減排降載作為、預先啟動上風處及當地發電廠污染減量措施；也將據監測站測得的空品惡化程度，執行不同等級的「應變措施與民眾防護作為」，未來將隨濃度嚴重程度，擴大管制範圍及限制強度，包括公私場所、交通工具使用、學校活動等對象，採取應變作為與管制。
雖然內閣將改組的風聲不斷，不過吳盛忠表示，目前環保署對中長期空品管制的計畫，還是會持續推動目前行政院的「空氣污染防制行動方案」。包括要求國營事業及大型企業空污減量、工商業鍋爐管制、餐飲油煙管制、改善燒紙錢文化、營建及堆置揚塵管制、農業廢棄物禁止露天燃燒、河川揚塵防制。
在移動污染源的管制上，仍維持鼓勵一、二期柴油車污染改善或汰舊換新、鼓勵三期柴油車污染改善、減免大貨車新車貨物稅等獎勵措施外，並推動低利信貸、利息補貼、補助車輛進行調修及弱勢族群專案輔導等多元協助方案，讓車主可以選擇符合需求的措施。
各種汽機車的電動化期程，目前仍訂為2030年公務車輛及公共運輸大巴士全面電動化、2035年新售機車全面電動化（禁售燃油機車）、2040年新售汽車全面電動化（禁售燃油汽車）。
